Project Implementation Engineer
Contractual Basis
JOB SUMMARY
To lead and manage the execution of major capital projects from approval through commissioning by applying structured project management and sound engineering practices, in order to deliver safe, reliable, and compliant infrastructure on time and within budget while supporting the Company’s generation expansion, network modernization, and energy transition objectives;
ESSENTIAL DUTIES
- Leads the end-to-end implementation of major capital projects (including generation facilities, substations, battery energy storage systems (BESS), and grid infrastructure upgrades) by planning, coordinating, and controlling all project phases from approval to commissioning, to ensure delivery within approved scope, schedule, and budget while meeting defined quality, safety, and regulatory standards;
- Develops and maintains comprehensive project execution plans, schedules, and deliverables using established project management methodologies and tools, to provide clear direction, enable effective monitoring, and support timely decision-making throughout the project lifecycle;
- Administers procurement processes and contracts by preparing technical specifications, supporting tender evaluations, managing contractor performance, and ensuring adherence to LUCELEC’s policies and regulatory requirements, to secure value for money, ensure transparency, and mitigate contractual and financial risks;
- Reviews engineering designs, drawings, and technical specifications by applying sound engineering principles and standards, to ensure constructability, operational reliability, and compliance with applicable codes, thereby reducing design errors and minimizing rework during execution;
- Supervises construction and installation activities through regular site inspections, coordination meetings, and performance monitoring, to verify compliance with quality, environmental, health, and safety standards, and to ensure that works are executed efficiently and in accordance with approved plans;
- Coordinates effectively with engineering consultants, contractors, suppliers, and internal technical teams by facilitating communication, resolving technical and operational issues, and aligning project activities, to ensure seamless integration of project components and timely achievement of milestones;
- Maintains accurate and up-to-date project documentation (including progress reports, risk registers, change logs, and budget tracking tools) by systematically capturing, analyzing, and reporting project data, to support transparency, accountability, and proactive management of risks and variances;
- Ensures compliance with all environmental, health and safety (EHS), and regulatory requirements by monitoring project activities, enforcing standards, and addressing non-compliance issues promptly, to safeguard personnel, assets, and the environment while meeting statutory obligations;
- Supports internal and external audits by preparing and providing complete, accurate, and timely project records and documentation, to demonstrate compliance, facilitate audit processes, and uphold organizational governance standards;
- Coordinates testing, commissioning, and performance verification of new assets by working closely with contractors, engineers, and operations teams, to ensure systems operate as designed and are ready for safe and reliable integration into the network;
- Facilitates project handover by ensuring all commissioning documentation is completed, verified, and archived, and by delivering structured knowledge transfer and training to operations and maintenance teams, to enable effective asset management and sustain long-term operational performance;
- Implements the practice of safe work habits, by actively enforcing the Company’s safety and health policy and regulatory requirements, to promote a culture of safety, among others and to prevent/reduce workplace incidents, accidents or injuries;
- Updates the Senior Manager, Planning on operational matters by providing briefings as necessary, and submitting reports to enable timely responses to issues and the implementation of improvement measures;
- Prepares annual project budgets by estimating capital costs, resource requirements, and contingencies using engineering designs, market data, and historical cost benchmarks, to establish accurate financial baselines, support funding approvals, and enable effective cost control throughout the project lifecycle;
- Maintains up-to-date knowledge in power systems engineering, project management methodologies, renewable energy technologies, construction and contract management, through continuous professional development and industry engagement, to ensure the effective delivery of technically sound, compliant, and cost-efficient projects that support the Company’s infrastructure modernization and energy transition objectives;
- Liaises with Engineering Division and Finance & Accounts Department for the effective execution of job functions.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s Degree in Electrical Engineering, Mechanical Engineering, or a related Engineering discipline from a recognized institution with a sound knowledge of electrical power systems;
- Professional registration or eligibility for registration with a recognized engineering body (e.g., Professional Engineer or equivalent);
- At least five (5) years’ relevant experience in capital project implementation, engineering project management or utility infrastructure development;
- Certification in Project Management (e.g., PMP, CAPM, or equivalent) would be an asset.
KNOWLEDGE, SKILLS AND ABILITIES
- Comprehensive knowledge of power systems engineering, including generation, transmission, distribution networks, and grid interconnection standards, and ability to apply this knowledge to the design, implementation, and integration of reliable energy infrastructure;
- Strong knowledge of and ability to interpret Company policies and standard operating procedures and ability to apply the Electricity Act, American Society for Quality (ASQ) and American National Standards Institute (ANSI) and pertinent legislation codes and standards affecting generators and associated plant auxiliaries;
- Strong knowledge of project management principles and methodologies (e.g., PMBOK), and ability to effectively manage scope, schedule, cost, quality, and risk across the full project lifecycle;
- Sound knowledge of cost estimation, budgeting, and financial control techniques, and ability to develop, monitor, and manage project budgets using engineering data and financial analysis tools;
- Comprehensive knowledge of procurement processes and contract management practices, including tendering, evaluation, and administration of contracts, and ability to ensure compliance and value for money;
- Strong knowledge of construction management principles, and ability to supervise site activities, coordinate resources, and ensure adherence to technical specifications, timelines, and quality standards;
- Working knowledge of renewable energy systems and battery energy storage systems (BESS), and ability to support their integration into existing grid infrastructure;
- Comprehensive knowledge of environmental, health and safety (EHS) regulations, standards, and best practices, and ability to ensure compliance and promote a culture of safety on all project sites;
- Strong knowledge of risk management principles and tools, and ability to identify, assess, mitigate, and monitor project risks to minimize impact on project objectives;
- Ability to review and interpret engineering designs, drawings, and technical specifications, and provide sound technical input to ensure constructability and compliance with applicable standards;
- Proficiency in the use of project planning and scheduling tools (e.g., MS Project, Primavera), and ability to develop, track, and update project schedules and dependencies;
- Strong critical thinking, analytical, problem-solving, and decision-making skills, and ability to manage competing priorities and deliver results under pressure;
- Excellent leadership and management skills, and ability to take accountability, guide multidisciplinary teams, and drive successful project outcomes;
- Excellent communication skills, including the ability to prepare clear reports and effectively convey technical and non-technical information to diverse stakeholders;
- Strong stakeholder management and interpersonal skills, and ability to build and maintain effective working relationships with contractors, consultants, regulators, and internal teams;
- Strong negotiation and conflict resolution skills, and ability to achieve mutually beneficial outcomes while safeguarding the Company’s interests;
- High level of computer literacy, including proficiency in standard office applications and project management software;
- Excellent time management and organizational skills, and ability to plan, prioritize, and coordinate multiple project activities to meet deadlines;
- High level of accuracy and attention to detail in reviewing technical, financial, and contractual information;
- Ability to adapt to changing project conditions and demonstrate resilience in managing challenges and uncertainties;
- Ability to integrate the Company’s core values into all aspects of project execution and decision-making.
