An opportunity exists within the Facilities & Construction Management Department,  Cul De Sac to fill the position of Facilities & Construction Management Engineer

JOB SUMMARY
To plan, coordinate and manage the construction, repair, maintenance and refurbishment of all Company facilities and structures, to ensure work undertaken meets design specifications and quality requirements, occupational safety and health and environmental obligations and completed within project programme parameters.

ESSENTIAL DUTIES
  • Manages and directs the work programme of the Facilities & Construction Management Section communicating job expectations, monitoring and appraising job results, coaching, setting targets and disciplining staff to drive productivity for the achievement of the priorities of the Section.
  • Ensures direct reports acquire the skills necessary, to effectively undertake their assignments, by identifying learning opportunities, actively sharing knowledge and facilitating on-the-job training, to build capacity for a highly effective and motivated team.  
  • Prepares an annual plan for the repair, maintenance and refurbishment of all Company facilities, structures and ancillaries. Develops work plans/schedules for undertaking corrective and preventive maintenance activities to ensure optimal functioning of facilities for a safe work environment.
  • Collaborates with the Health, Safety, Environmental and Security Office, to ensure all construction, maintenance and cleaning activities comply with LUCELEC’s health and safety rules and to support and maintain a positive safety culture.
  • Prepares, implements and monitors preventive maintenance programmes relating to LUCELEC’s structures including but not limited to 66/11kV Substations, Vieux Fort Transmission and Distribution Complex, Cul-de-Sac Compound and Main Office for enhanced workplace safety and Occupational Safety and Health compliance.
  • Administers the tender process by preparing and reviewing the relevant documents, managing the vendor/supplier/contractor evaluation and selection, for the timely acquisition of goods and services and to ensure the Company receives value for money.
  • Monitors the performance of civil works contractors, through random inspection, testing and issuing instructions, where necessary, to confirm adherence to Company and construction specifications, safety standards and regulatory requirements and to ensure the successful completion of projects.
  • Serves as the quality control and assurance officer, by conducting tests, checks and inspections before, during and after the completion of projects, to confirm that outcomes meet the Company’s standards and objectives.
  • Ensures the smooth implementation of the Computer Maintenance Management System (CMMS) to support effective asset management, maintenance scheduling and tracking of work orders.
  • Ensures continuous monitoring of all stages of asset lifecycle management, to enable effective control, accounting, and assessing the health of all assets under purview of the Facilities and Construction Management Section, and to facilitate their efficient operations, maintenance and timely upgrade and disposal, when necessary.
  • Ensures the timely execution and feedback on all work orders related to routine, preventive and breakdown maintenance, so that work spaces, structures and infrastructure remain in proper operating condition.
  • Ensures the availability of material and equipment for the activities of the Section through the submission of the relevant information to the Purchasing and Stores Section, allowing for ample replenishing lead-time to prevent stock-out.
  • Prepares reports on work in progress, reviewing actual costs of works versus estimated costs, providing clear explanation/rationale and supporting documentation for favourable/unfavourable variances to facilitate informed decision making.
  • Implements the practice of safe work habits, by enforcing the Company’s safety and health policy and regulatory requirements, to promote a culture of safety, among others and to prevent/reduce workplace incidents, accidents or injuries.
  • Provides engineering support, when necessary, in matters relating to troubleshooting equipment malfunction or failure, to offer guidance and assistance and build capacity for effective team performance.
  • Promotes teamwork and collaboration through regular staff meeting and employee engagement initiatives to create a sense of inclusion among employees, keep them updated on critical company and departmental issues and to ensure the achievement of Company goals and objectives.
  • Updates the Chief Engineer on operational matters by providing briefings as necessary, and submitting reports to enable timely responses to issues and the implementation of improvement measures.
  • Assists in the preparation of the annual budget for the Facilities & Construction Management Section, to ensure the availability of funds for the achievement of the Section’s work programme.
  • Remains current in the knowledge of Project and Facilities Management, techniques and procedures by participating in educational opportunities, reading professional publications, networking, among others, to aid in the formulation of effective civil engineering solutions and initiatives.
  • Liaises with all LUCELEC’s personnel, external consultants, suppliers, service providers and other third parties for the effective execution of job functions.

QUALIFICATIONS AND EXPERIENCE
  1. Bachelor’s Degree in Civil Engineering, plus 3- 5 years of experience in a civil engineering or facilities management, as well as 3-5 years management experience.
  2. Certificate in Project or Facilities Management.
KNOWLEDGE, SKILLS AND ABILITIES
  • Extensive knowledge of Civil Engineering practices, processes and protocols or Facilities Management.
  • Excellent knowledge of and ability to interpret Company policies and standard operating procedures.
  • Sound knowledge of Health and Safety Management Systems, Safety Basics and Safety Rules.
  • Broad job knowledge and/or technical expertise relevant to the job, and ability to provide sound advice.
  • Excellent Knowledge of the engineering principles and practices of the facility's engineering service.
  • Excellent knowledge of modern materials, methods, and techniques of design, construction, installation, and maintenance of structures and facilities.
  • Excellent knowledge of the development and use of contracts, estimates, and specifications.
  • Strong knowledge of the elements of cost in construction and maintenance including the determination of unit cost records.
  • Excellent knowledge of building construction processes and procedures, equipment, tools, materials, and their application.
  • Comprehensive knowledge of national building codes and standards.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Sound knowledge of calculating Bill of Quantities, tender document preparation, tender assessments and recommendations.
  • Ability to understand the importance of regularly monitoring the progress and financial status of projects.
  • Effective critical thinking, analytical, problem-solving and decision-making skills, and ability to manage time in a dynamic environment, meet deadlines and remain calm under pressure.
  • Effective leadership and management skills and ability to inspire and motivate staff.
  • Ability to investigate, analyze and troubleshoot operation problems and ensure that prompt corrective action is taken.
  • Excellent team player with effective interpersonal skills and a high level of emotional intelligence.

  • Strong computer literacy skills. ability to use software for applications such as word processing, spreadsheets, databases and presentation programmes.
  • Ability to prepare budgets, schedules, reports, policy and procedures manuals.

  • Ability work at a high degree of accuracy and attention to detail.
  • Ability to integrate Company core values throughout all business practices.
  • Ability to effectively develop and maintain relationships with management, staff, partners and stakeholders at all levels.
