An opportunity exists within the System Control Department, Cul De Sac to fill the position of Assistant System Control Engineer

JOB SUMMARY
To assist the Senior Manager, System Control (SMSC) with the management and maintenance of the Smart Grid Platform, its associated networking components and distribution automation (DA) communications through a program of continuous performance improvement and management to ensure a safe and reliable supply of electricity.

ESSENTIAL DUTIES

  • Manages the work program of the Operations & Networking team through effective performance management, target setting, coaching, mentoring, motivating and disciplining staff to drive productivity for the achievement of set priorities and to ensure compliance with company policies and regulatory requirements.
  • Identifies and/or designs training and learning programs for the Operations & Networking Team through research, networking or developing growth strategies, to secure opportunities for continuous learning and to build an effective and highly motivated team.
  • Programs, tests and maintains all distribution automation communication devices and associated equipment to reduce the duration of power interruptions and to enable continuous efficiency enhancements to assure the reliability and quality of power distribution.
  • Documents key procedures of the department to maintain standards and consistency to limit risks, enable business process improvements, and to facilitate the benchmarking of regional and international utilities.
  • Maintains a database of configuration settings for all DA communications devices, auto-reclosers and automated switches. including internet protocol (IP) addresses, remote terminal unit (RTU) addresses, passwords and locations, through effective network configuration management to support administration and troubleshooting.
  • Develops and maintains a system reliability database for analyzing power disruption trends and providing reliability indices to enable effective system wide status and health monitoring and coordinate controls required to enhance quality and reliability of the supply.
  • Assists the SMSC in assessing the performance of the power grid through robust vulnerability analysis and evaluation to ensure that the system meets the Company’s reliability target.
  • Manages the maintenance of the Smart Grid Platform system hardware by employing preventive maintenance practices to ensure an economically efficient, sustainable power system with minimal incidences power outages and high levels of safety, quality and security of supply.
  • Analyses Smart Grid Platform user requirements, issues and resolutions to recommend improvements to work processes and standardization through root cause analysis, comprehensive and cost-effective design practices and efficient use of network infrastructure.
  • Assists the SMSC in the development, implementation, installation, testing and administration of application software associated with the Smart Grid Platform, to verify and validate that software aligns with the technical and business parameters of the Company and to ensure total system effectiveness.
  • Ensures the Company’s safety and health policy are adhered to, through training, ensuring general compliance with T&D system operating rules, implementing safety awareness programs, inspections, among others, to ensure a safe and secure work environment.
  • Prepares detailed monthly status reports, outlining achievements and challenges to keep the SMSC informed, to facilitate assessment of the Department’s performance and to facilitate informed decision making.
  • Promotes teamwork and collaboration through regular staff meeting and employee engagement initiatives to create a sense of inclusion among employees, keep them updated on critical company and departmental issues and to ensure the achievement of Company goals and objectives.
  • Remains current in the knowledge SmartGrid Platform/IT Technology and security risks and systems engineering management by participating in educational opportunities, reading professional publications, networking, among others, to aid in the formulation of effective systems engineering solutions and initiatives.


QUALIFICATIONS & EXPERIENCE 

  1. Bachelors’ Degree in Electrical, Electronic or Control Systems engineering or equivalent, three (3) years’ related experience

 
KNOWLEDGE, SKILLS AND ABILITIES

  • Strong knowledge of engineering principles, practices and methods
  • Strong knowledge of and ability to interpret Company policies and standard operating procedures, Trust Deed and Pension Rules for LUCELEC Staff, Labour Act, Electricity Supply Act, National Energy Policy, National Utilities Regulation Commission (NURC) Act;
  • Broad application of job knowledge and/or technical expertise relevant to the job, and quality of advice provided;
  • Sound knowledge of electrical principles and theory and power systems maintenance;
  • Sound knowledge of major regulations and industry codes and standards applicable to instrumentation and controls;
  • Strong knowledge of the characteristics of communication protocols;
  • Strong knowledge of inverters, power conversion systems, SCADA and other communications/controls used in power systems;
  • Effective systems thinking, people and stress management skills;
  • Effective critical thinking, analytical, problem-solving, conflict management and decision-making skills, and ability to manage time in a dynamic environment, meet deadlines and remain calm under pressure.
  • Strong leadership and management skills and ability to inspire and motivate staff.
  • Excellent team player with effective interpersonal skills and a high level of emotional intelligence.
  • Sound knowledge of the principles, tools and techniques of Maintenance Management and Project Management;
  • Strong computer literacy skills; ability to manipulate software applications such as word processing, spreadsheets, databases and presentation programmes.
  • Ability to effectively exchange information, that is, oral and written communication, feedback, facilitation, active listening and diplomacy.
  • Intellectually agile, visionary, innovative, flexible, adaptable and capable of translating ideas into policies.
  • Ability to integrate Company core values throughout all business practices
  • Intermediate innovation, change management, research and negotiation skills.
  • Ability to effectively develop and maintain relationships with management, staff, partners and stakeholders at all levels.
