Assistant System Control Engineer

An opportunity exists within the System Control Department,  Cul De Sac to fill the position of Assistant System Control Engineer

JOB SUMMARY
To assist the Senior Manager, System Control (SMSC) in the building, maintaining, modifying or use of geographic information systems (GIS) databases, by where necessary, performing custom application development and providing user support to more effectively meet the business needs of end-users.

ESSENTIAL DUTIES
Manages the work programme of direct reports through effective performance management, target setting, coaching, mentoring, motivating and disciplining staff to drive productivity for the achievement of set priorities and to ensure compliance with company policies and regulatory requirements;
  • Ensures direct reports are equipped with the skills and tools necessary to effectively undertake their assignments, by identifying learning opportunities, actively sharing knowledge and facilitating on-the-job training, to build capacity for a highly effective and motivated team;
  • Produces or designs data layers, maps, tables, graphic representations or reports, using spatial analysis procedures or Geographic Information Systems (GIS) technology, equipment, or systems to meet the business needs of end-users;
  • Assists in the designing, development and implementation of databases created for GIS applications, by collecting data, carrying out cartographic work and conducting on-field and in-office research to enable more efficient and effective use of the GIS-based applications;
  • Maintains or modifies existing Geographic Information Systems (GIS) databases, by creating new features, changing values or adding new values in the attribute table, among others, to maximize the usefulness of the data to end-users;
  • Implements and manages accurate GIS data files through risk-based validation, regular audits and access control to minimize risks and to facilitate effective and informed decision making;
  • Analyses GIS application user requests and user issues to drive improvements in work processes through map creation, GIS application customizations and data manipulation to more effectively serve user needs;
  • Reads and interpret maps, manipulates, and understands digital land data to enable the identification of the features, symbols, labels used, and depicted on maps;
  • Oversees the maintenance of GIS System hardware and software by employing preventive maintenance measures and data and/or network security procedures to minimize incidence of malfunction and downtime and ensure data integrity;
  • Documents key operating procedures to maintain a high level of data quality standards and consistency;
  • Updates the Senior Manager, Systems Control on work matters by providing briefings as necessary, and submitting reports to enable timely responses to issues and the implementation of improvement measures;
  •  Promotes teamwork and collaboration through regular staff meeting and employee engagement initiatives to create a sense of inclusion among employees, keep them updated on critical company and departmental issues and to ensure the achievement of Company goals and objectives;
  • Remains current in the knowledge Geographic Information Systems [GIS] by participating in educational opportunities, reading professional publications, networking, among others, to aid in the formulation of effective systems engineering solutions and initiatives;
  • Liaises with, among other senior managers, professional staff and contractors for the effective execution of job responsibilities.
QUALIFICATIONS & EXPERIENCE 
1. Bachelor’s in Electrical Engineering, GIS, Geomatics Engineering, Computer Engineering or related field, PLUS
2. 3 to 5 years of comparable GIS data experience;
3. Knowledge of GIS Software tools, such as ESRI ArcGIS Suite, QGIS.

KNOWLEDGE, SKILLS AND ABILITIES
  • Strong knowledge of engineering principles, practices and methods
  • Strong knowledge of and ability to interpret Company policies and standard operating procedures, Trust Deed and Pension Rules for LUCELEC Staff, Labour Act, Electricity Supply Act, National Energy Policy, National Utilities Regulation Commission (NURC) Act;
  • Broad application of job knowledge and/or technical expertise relevant to the job, and quality of advice provided;
  • High level of attention to detail;
  • Excellent critical thinking, analytical, problem-solving, conflict management and decision-making skills, and ability to manage time in a dynamic environment, meet deadlines and remain calm under pressure;
  • Excellent team player with effective interpersonal skills and a high level of emotional intelligence;
  • Sound knowledge of Geographics, Information Systems, and Business process modelling;
  • Knowledge of electrical principles and theory used in the transmission and distribution of electricity;
  • Intellectually agile, visionary, innovative, flexible, adaptable and capable of translating ideas into policies;
  • Ability to effectively exchange information, that is, oral and written communication, feedback, facilitation, active listening and diplomacy;
  • Ability to design, analyze and effectively use systems, components and methods within a framework of quality and continuous improvement;
  • Strong innovation, change management, research, and negotiation skills;
  • Strong leadership and management skills and ability to inspire and motivate staff;
  • Intermediate innovation, change management, research and negotiation skills;
  • Ability to integrate Company core values throughout all business practices;
  • Ability to effectively develop and maintain relationships with management, staff, partners and stakeholders at all levels.
