Construction Engineer

VACANCY NOTICE
An opportunity exists within the Transmission & Distribution Department, Cul de Sac to fill the position of Construction Engineer.

Job Summary
The Construction Engineer will be primarily responsible for overseeing overhead and underground extensions on the Distribution System for Rural Electrification and system improvement and to perform preventative and reliability– centered maintenance and repairs on the system and all related equipment, ensuring works are executed in accordance with applicable Company and regulatory codes and standards.

Essential Duties: 
  • Plans and directs the work programmes of direct reports, communicating job expectations, setting targets, monitoring and appraising job results, coaching and disciplining staff to drive productivity for the achievement of the goals and objectives of the Section;
  • Ensures all direct reports acquire the skills necessary to effectively undertake their assignments, by identifying learning opportunities, actively sharing knowledge and facilitating on-the-job training, to build capacity for a highly effective and motivated team;
  • Prepares an annual plan in accordance with the maintenance guidelines for the various apparatus and equipment attached to the Construction and Live Line Section and develops work plans/schedules for undertaking corrective and preventive maintenance activities to ensure optimum system efficiency and minimal downtime;
  • Prepares work plans from the departmental annual work plan to ensure objectives and strategies that align with the strategic intent of the Company are developed for each function;
  • Initiates, coordinates and enforces effective systems, and develops policies and procedures where necessary, to ensure consistency in work methods and to minimize accidents and errors;
  • Manages the LUCELEC’s Rural Electrification Programme, working in collaboration with staff on the Construction Team to provide a safe and reliable supply of electricity to rural domestic residents;
  • Ensures that all construction works are undertaken in accordance with applicable Company standards, procedures and regulatory requirements through regular inspections and prepares reports to maintain operational efficiency and the safety of workers;
  • Prepares reports on works in progress, reviewing actual cost of works versus estimated costs, providing clear explanations and supporting documentation for favourable/unfavourable variances, making recommendations, where necessary, to facilitate informed decision making;
  • Performs routine inspections and testing on new and existing distribution equipment, to identify potential problems, taking appropriate follow-up action, where necessary, to ensure conformance to design and equipment specifications and compliance with operational, safety, or environmental standards;
  • Performs scheduled maintenance and preventative repairs on distribution system, equipment and machinery, recommending changes or upgrades, where necessary, to enhance functionality;
  • Manages suspense jobs, collaborating with the relevant staff members to determine customer requirements, as it relates to providing temporary service connections, to enable effective monitoring and billing for electricity consumption and to deliver cost effective, on-time power solutions;
  • Provides support to other sections, on matters relating to the execution of maintenance works on the 11kV Distribution system to ensure that such works are undertaken in accordance with Company standard procedures and regulatory requirements for the safety of the work crew and equipment;
  • Reviews switching schedules, ensuring that work on live electrical apparatus are in compliance with the Company’s safe work principles and practices and regulatory requirements for the safety of employees, contractors and the general public;
  • Ensures the availability of material and equipment for the maintenance of the system through the submission of the relevant information to the Purchasing and Inventory Section, allowing for ample replenishing lead-time to prevent stock-outs;
  • Investigates equipment failures utilizing root cause analysis, and prepares report that clearly documents the cause of failure, providing sound recommendations to facilitate the development and implementation of effective preventive or corrective strategies;
  • Implements the practice of safe work habits, by actively enforcing the Company’s safety and health policy and promoting a culture of safety, among others, to prevent/reduce workplace incidents, accidents or injuries;
  • Ensures the documentation of all tasks undertaken on the Distribution System, to facilitate lessons learnt and knowledge sharing, proper maintenance tracking and monitoring of the health of the System and to decrease troubleshooting time;
  • Provides staff with the relevant tools and equipment, ensuring they are maintained in good working condition by developing and implementing a predictive maintenance programme to minimize incidences of tool/equipment failure so that work can be undertaken safely and effectively;
  • Promotes teamwork and collaboration through regular staff meeting and employee engagement initiatives to create a sense of inclusion among employees, keep them updated on critical company and departmental issues and to ensure the achievement of Company goals and objectives;
  • Updates the Senior Manager, Transmission & Distribution on operational matters by providing briefings as necessary, and submitting monthly reports to enable timely responses to issues and the implementation of improvement measures;
  • Prepares the annual work programme and budget for the Section, in collaboration with the Senior Manager, T&D, to ensure the achievement of agreed targets and that funds are expended in accordance with the Section’s work programme;
  • Performs any other job-related duties as may be assigned.


QUALIFICATIONS AND EXPERIENCE
  1. Bachelors’ Degree in Electrical Engineering with specialization in power systems plus five (5) years’ related experience;
  2.  Leadership & Management Certification.
 
 
KNOWLEDGE & SKILLS
  • Extensive knowledge of the transmission and distribution asset management, operations of power systems and construction standards and Power systems maintenance;
  • Strong knowledge of and ability to interpret Company policies and standard operating procedures and ability to apply the Electricity Act, American Society for Quality (ASQ) and American National Standards Institute (ANSI) and pertinent legislation codes and standards affecting substation operations; 
  • Extensive knowledge of and familiarity with the practices, procedures, methods, materials, equipment, and tools used in overhead and underground power line construction, maintenance, and repair and electrical theory;
  • Excellent knowledge of and ability to interpret Company policies and standard operating procedures and ability to apply the distribution system;
  • Sound knowledge of Health and Safety Management Systems, Safety Basics and Safety Rules;
  • Broad job knowledge and/or technical expertise relevant to the job, and ability to provide sound advice;
  • Effective critical thinking, analytical, problem-solving and decision-making skills, and ability to manage time in a dynamic environment, meet deadlines and remain calm under pressure;
  • Effective leadership and management skills and ability to inspire and motivate staff;
  • Ability to investigate, analyze and troubleshoot operation problems and ensure that prompt corrective action is taken;
  • Ability to use test equipment and interpret results in the commissioning of new line extensions including cable systems and to determine the health of components of the T & D system;
  • Ability to design and construct new systems extensions and relocations;
  • Sound understanding of standards and materials for overhead and underground systems at low, medium and high voltage;
  • Ability to operate all switching devices on the Transmission & Distribution System;
  • Excellent team player with effective interpersonal skills and a high level of emotional intelligence;
  • Excellent people, conflict and stress management skills;
  • Strong computer literacy skills; ability to use software for applications such as word processing, spreadsheets, databases and presentation programmes;
  • Ability to prepare budgets, schedules, reports, policy and procedures manuals;
  • Excellent oral and written communication skills and active listening skills;
  • Ability work at a high degree of accuracy and attention to detail;
  • Ability to integrate Company core values throughout all business practices;
 
  • Ability to effectively develop and maintain relationships with management, staff, partners and stakeholders at all levels.
