An opportunity exists within the System Control Department, Cul de Sac to fill the position of Technical Clerk – GIS
JOB SUMMARY
To gather and maintain Geographic Information System (GIS) data on LUCELEC’s infrastructure through site visits to verify and capture all information from poles attached to the Transmission and Distribution (T&D) overhead and underground networks to facilitate effective planning and informed decision making.
ESSENTIAL DUTIES
- Maps LUCELEC’s external infrastructure, island-wide, from generators installed at Cul-de-Sac, to lines connected to individual homes by geo-referencing poles, verifying location, types of construction and equipment attached to meters to facilitate the effective planning, building, monitoring and managing of the Company’s network;
- Maps pertinent data, such as landmarks, by capturing coordinates of any markers which could be used as reference points of orientation to facilitate ease of access to accurate location identification;
- Provides assistance to the Planning, T&D and Customer Service Departments by producing maps and verifying data to facilitate the location of meters and the equipment for reading them and to enable the development of work plans;
- Assists in maintaining GIS data verification and data capture crews, providing assistance with georeferencing poles, verifying locations and types of constructions and all attached equipment to facilitate mapping and linking spatial and non-spatial data of the system to points on a map;
- Records and regularly updates all map requests and data maintenance updates to support effective georeferencing and informed decision making;
- Produces monthly reports on customer requests and data maintenance updates received and geo-referenced, highlighting trends and issues succinctly and efficiently to facilitate effective decision making;
- Performs post correction editing and labelling and data documentation to facilitate the provision of accurate location information in the field and to support data integrity;
- Keeps track of and performs editing and data updates of the CYMDIST and CYMDIST GW (distribution system analysis) pre- and post-implementation processes to facilitate effective simulation in distribution system planning;
- Maintains and updates existing data layers and databases by coordinating with staff and other departments to obtain updated data, checking quality of updated data layers for accuracy and any erroneous information;
- Assists with daily GIS data editing and analysis of customer requests and data currency requirements to support data integrity and promote customer satisfaction;
- Updates the GIS Supervisor on operational matters by providing briefings as necessary, and submitting reports to enable timely responses to issues and the implementation of improvement measures where necessary;
- Remains current in the knowledge of GIS by participating in educational opportunities, reading professional publications and maintaining personal networks, to assist in streamlining system control operations;
- Performs any other job-related duties as may be assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- General knowledge of GIS geographic and geospatial computer applications;
- General knowledge of and ability to interpret Company policies and standard operating procedures;
- Sound application of job knowledge and/or technical expertise relevant to the job, and quality of advice provided;
- Strong knowledge of GIS georeferencing, computer operating systems and networks;
- Strong map reading skills and knowledge of land use policies and procedures as well as strong knowledge of transmission and distribution network;
- Sound knowledge of GIS data collection skills;
- Effective geostatistical analytical, problem-solving, conflict management and decision-making skills, and ability to manage time in a dynamic environment, meet deadlines and remain calm under pressure;
- Effective team player with effective interpersonal skills and emotional intelligence;
- Expert written and oral communications skills;
- Sound knowledge of ArcGIS Desktop Software with specific knowledge of editing and analysis techniques;
- Advanced computer literacy skills; ability to manipulate software applications such as AutoCAD, word processing, spreadsheets, databases and presentation programmes.
- Ability to integrate Company core values throughout all business practices;
- Ability to effectively develop and maintain relationships with management, staff, partners and stakeholders at all levels.
QUALIFICATIONS & EXPERIENCE
- Technical Certificate in Electrical Installation; OR
- ‘A’ Levels in Geography or Mathematics plus at least three (3) years’ related experience.
